The Interreg MAC Programme
On 3 June 2015, the European Commission approved the new INTERREG V-A Spain-Portugal MAC (Madeira-Azores-Canary Islands) Cooperation Programme 2014-2020 with a budget of 130 million (the 85% funded by the European Regional Development Fund - ERDF). On 17 October 2017 the EC approved an increase in funding for the Programme to a total budget of almost €149 million (€126.5 million ERDF).
The contribution strategy of the operational programme of the OMC Programme 2014-2020, pursues a cooperation strategy to contribute to the development of the Union's strategy for smart, sustainable and inclusive growth and the achievement of economic, social and territorial cohesion.
The Cooperation Area of the INTERREG MAC 2014-2020 Programme is made up of:
- The outermost regions of Madeira, the Azores and the Canary Islands.
- The geographically close third countries that have agreed to participate in the Programme: Cape Verde, Senegal and Mauritania.
And the objectives of the 2014-2020 OMC programme which aims to advance the following five broad thematic areas or objectives are:
Axis 1: Promoting research, technological development and innovation.
Axis 2: Improve the competitiveness of enterprises.
Axis 3: Promote adaptation to climate change and risk prevention and management.
Axis 4: Conserve and protect the environment and promote resource efficiency.
Axis 5: Improve the institutional capacity and efficiency of public administration.
Considering that it can benefit from the support offered by the Programme:
- Regional and local public administrations and public and private law entities linked to them;
- Universities, research centres, technological institutes and foundations;
- Chambers of Commerce, business and professional associations and other socio-economic bodies;
- Other public or private non-profit entities based and operating in the Azores, Madeira or the Canary Islands.
The SABOREA Project is included in Axis 4:
Conserve and protect the environment and promote resource efficiency.
The SABOREA Project
The MAC Cooperation Area is experiencing a paradigmatic situation with record tourist occupation and high unemployment rates, low incomes and productive sectors that are fundamental for maintaining the tourist attribute, such as agriculture and fishing, in decline. The SABOREA project consists of designing a Master Plan to position Macaronesia as a gastronomic tourism destination, thereby generating positive economic, territorial, environmental and social impacts in the participating territories. The project also aims to recover, revive and promote the gastronomic and cultural links of the MAC Atlantic Area (origins of dishes, products, techniques, etc.). The exchange of knowledge will make it possible to generate an Atlantic cuisine of its own, with a shared central core, will foster relations between entities and professionals and will enrich gastronomy.
The main objective of the project is to promote gastronomic tourism as a tool for the sustainable development of the MAC Cooperation Area. The SABOREA project is a transnational project that includes partners from the MAC area (Madeira-Azores-Canary Islands) and third countries participating in the programme (Cape Verde, Senegal and Mauritania). This initiative generates a favourable synergy for the exchange between the participating entities of good practices in sustainable tourism and gastronomy, advanced at different levels depending on the territories.
The regions of the cooperation territory came together to address three main common objectives specific to the project:
- Generate a planning model for sustainable gastronomic tourism destinations.
- Integrating gastronomy as a key resource in the development of sustainable tourism: SABOREA sustainable gastro routes.
- Promotion and marketing of gastronomic tourist destinations.

MID ATLANTIC TERRITORY
We define the Mid-Atlantic as a "Territorial and Marine Space" formed by the archipelagos of Cape Verde, Azores, Madeira and the Canary Islands; by the North African coasts, with Senegal, Mauritania and Morocco; and by the western coast of the Iberian Peninsula, Portugal and Galicia. This Territorial space also includes the Sea that surrounds us and which acts as a common thread in the gastronomic culture of the Mid-Atlantic.
Gastronomy has become a transcendental sector in the recognition of the culture and ethnographic heritage of a territory, in the activation of other productive sectors such as agriculture, fishing or agro-industry and in a driving element of the circular and local economy; and, of course, in one of the greatest claims in the promotion of a quality tourist destination.
